Oak Creek, Wis – December 17, 2025 – For the first time in years, a new person will soon be running the Oak Creek Water and Sewer Utility. During its meeting on December 16, the Oak Creek Common Council unanimously approved the appointment of Brian Johnston as Director of Utilities.
Johnston will replace Mike Sullivan, who retired at the end of 2025 after more than 30 years with the City of Oak Creek and the Utility. “Mike is not only knowledgeable and passionate about the Utility, but he is a true example for public service,” said Andrew J Vickers, Oak Creek City Administrator.
“Mike and Brian have worked for some time on knowledge and responsibility transfer to support this transition. I’m confident Brian will step forward into this leadership role and provide a steady hand for the Utility,” added Vickers. 
Johnston has worked for the City since January 2002. He started in the City’s Engineering Department and moved to the Water and Sewer Utility in 2019 as a Utility Engineer.
“I’m really looking forward to this position and the upcoming projects. We have a great team who do fantastic work. I have some big shoes to fill, but I’m ready to take on this role. It’s an exciting time for the Utility,” said Johnston.
“I think this is a great opportunity for the City. Brian’s expertise will be invaluable with the Underground Facilities Rehabilitation project coming up,” said Oak Creek Mayor Dan Bukiewicz.
“This makes a ton of sense. Brian has positioned himself as a department leader and is the person we want managing these major Plant projects over the next several years,” said Vickers.
Johnston will officially take over as Director of Utilities on January 3, 2026.
